Research: When starting  a web site first you must define what you need to create your web site. Next you should locate all the photos and text you require. Select what you will use and then move on to the next step: Design

Design: Now you choose a background - the text must be in contrast to the background or will be unreadable. If you are constructing a simple site you should not require frames, but if attempting a complex site Frames are recommended.
